Saudi Arabia is moving further into the next phase of its industrial transformation, with Stellantis and Petromin Corporation signing an agreement with the Ministry of Investment and the National Industrial Development Centre (NIDC) to begin evaluating the establishment of a vehicle manufacturing facility in the Kingdom. The development marks one of the most notable expressions of interest from a major global automotive group and reinforces the growing confidence in the Kingdom’s localisation and industrialisation agenda under Vision 2030.
The partnership brings together three distinct areas of strength. Stellantis—one of the world’s leading automotive groups, representing brands such as Jeep, Peugeot, Fiat, Citroën and Ram—would introduce advanced engineering capabilities, global manufacturing standards and international supply-chain networks. Petromin Corporation, an established and trusted Saudi mobility and automotive services company, offers deep national market knowledge, a strong operational footprint, and a mature after-sales ecosystem. Together, these capabilities align closely with Saudi Arabia’s strategy to accelerate the localisation of automotive production and establish the Kingdom as a competitive regional hub for industrial investment.
A Major Step Toward Localising Vehicle Production
If the feasibility study progresses to full investment, the proposed facility is expected to support the Kingdom’s ambition to attract multiple global OEMs and increase annual production volumes to between 300,000 and 400,000 vehicles by 2030. This target underpins a broader national effort to diversify the economy, reduce reliance on imports, and develop high-value industrial supply chains capable of serving both domestic and regional markets.
The initiative also complements several national programmes aimed at strengthening local content, supporting advanced manufacturing, and creating new pathways for Saudi talent. Vehicle production—spanning assembly, parts manufacturing, logistics and after-sales services—offers significant potential for job creation, technology transfer, and the development of long-term industrial capabilities.
In addition, the project aligns with the Kingdom’s growing emphasis on mobility innovation, electric vehicle production, and sustainable transport systems. Interest from multinational manufacturers such as Stellantis reflects the increasing attractiveness of Saudi Arabia’s industrial ecosystem, which continues to benefit from strategic incentives, infrastructure expansion, and targeted policy reforms.
